Dealing with Taliban Negotiations or Operation  Back
By: Muhammad Arif
In response to government offer for negotiations, Taliban groups have increased their attacks on Pakistani citizens and Military officials. Two senior officers have been assassinated by these groups recently and what Indians could not do in 65 years i.e. assassination of an officer of the rank of Major General has been done by these groups. Killing of more than 70 innocent Christians at Peshawar is another incident done by these jihadis. Nation is now mourning on these deaths. These events have not halted and on daily basis the killings through bomb blasts are taking place.
With pride Taliban's are taking responsibilities of these attacks and in response what the government is doing. PM is on tour to General Assembly at New York where he has given a statement that in this situation negotiation can not go ahead. However Imran Khan the "hope of nation" and his party remained mum and absent from the scene for several hours. Thereafter he appeared with his frail Chief Minister and said that these incidents are being used by some circles for politics. No condemnation for Taliban by name. Imran Khan still holds that with operation we can not control the tide of Taliban. In fact by doing so he is living in fool's paradise and most probably Taliban's would be happy that they have got such a useful instrument in Politics of Pakistan. Other parties like PPP, ANP, and MQM have opposed these incidents but are sitting on the side lines. Religious parties are openly supporting Taliban activities.
So with this back ground country has reached to a situation which can erupt any moment.
It does not look strange that all stakeholders leaving Kyani have become tool of international conspiracy to disintegrate Pakistan further.
Every body now understands the conspiracy. USA is getting out of Afghanistan next year. They want help of Taliban in this regard. This would give USA two benefits. One is in form of their easy withdrawal and secondly leaving behind them a force that by belief are against Iran. Saudis and GCC are part of this conspiracy. India through its Raw is also providing help in this regard. Next year election in Afghanistan can bring a government at Kabul with a mix of Taliban and War lords supported by USA. So new Government at Islamabad and Imran Khan are now playing the same role in favor of USA what Musharaff played in era of 2000 in bringing USA in this region.
So a continuation of policy is apparent. In Ayub era Pakistan was dismembered. In Zia time seeds of Madresahs and Jahadis were sown and at Musharaff time MMA government were brought in PKP to create Mullah Fazalalullh, Faqir Muhammad and Mehsood type groups. It is now known to every one that Drivers, Conductors,Killers,Smugglers, Bhatta elements formed their groups in the name of Taliban and now they are abducting people from Pakistan and getting ransom and are indulged in drug trafficking.
It is very much apparent that law and order situation in Pakistan has been created on behest of international conspiracy and it should be dealt with accordingly.
Now for a second we consider the argument of parties in favor of negotiations. They argue that by doing so they would be able to separate criminal elements from non criminal elements and would make Taliban to become part of national politics. Such arguments we hear from some TV anchors as well. But by taking this position what should be the right strategy is totally missing.
In this two parties are there, Taliban and Government representing people of Pakistan. Now both would try to deal the matter in their own interests. In this regard let us take three examples. Hudabia agreement between Kuffar and Hazrat Muhammad PBU, Vietnam agreement between USA and Vietnam Guerrillas, UK and Irish republic agreement
The Treaty of Hudaybiyyah was an important event that took place during the formation of Islam. It was a pivotal treaty between Hazrat Muhammad PBU, representing the state of Medina, and the Quraish tribe of Mecca in March 628 It helped to decrease tension between the two cities, affirmed a 10-year peace, and authorized Hazrat Muhammad's PBU followers to return the following year in a peaceful pilgrimage that was the First Pilgrimage.
The two parties decided to resolve the matter through diplomacy rather than warfare, and a treaty was drawn up in following words.
"In the name of almighty Allah. These are the conditions of Peace between Muhammad, son of Abdullah and Suhayl ibn Amr the envoy of Mecca. There will be no fighting for ten years. Anyone who wishes to join Muhammad and to enter into any agreement with him is free to do so. Anyone who wishes to join the Quraish and to enter into any agreement with them is free to do so. A young man, or one whose father is alive, if he goes to Muhammad without permission from his father or guardian, will be returned to his father or guardian. But if anyone goes to the Quraish, he will not be returned. This year the Muslims will go back without entering Mecca. But next year Muhammad and his followers can enter Mecca, spend three days, perform the tawaaf. During these three days the Quraish will withdraw to the surrounding hills. When Muhammad and his followers enter into Mecca, they will be unarmed except for sheathed swords."
After the signing of the treaty, there was still great resentment and fury among the Muslims because they did not like its stipulations. Hazrat Muhammad PBU, binding onto the Islamic ethic "fulfill every promise" ordered that Muslims do exactly as the treaty says.
In 629, the Muslims returned as promised in the treaty, and made the first pilgrimage. The next year, the clan of the Banu Bakr, allied with the Quraish, attacked the Bedouin Khuza'a, Muhammad's allies. Hazrat Muhammed PBU considered the Banu Bakr attack a breach of the treaty, citing one of the clauses of the treaty: "an attack on an ally of the party will be considered an attack on the party itself", and offered the Quraish three alternatives:
The Quraish chose the third alternative, to dissolve the treaty, and Hazrat Muhammad PBU decided to march on to Mecca with an army of 10,000, leading to the Conquest of Mecca.
The Paris Peace Accords of 1973 intended to establish peace in Vietnam and an end to the Vietnam War, ended direct U.S. military involvement, and temporarily stopped the fighting between North and South Vietnam. The governments of the Democratic Republic of Vietnam (North Vietnam), the Republic of Vietnam (South Vietnam), and the United States, as well as the Provisional Revolutionary Government (PRG) that represented indigenous South Vietnamese revolutionaries, signed the Agreement on Ending the War and Restoring Peace in Vietnam on January 27, 1973. The agreement was not ratified by the U.S. Senate.
The negotiations that led to the accord began in 1968 after various lengthy delays. As a result of the accord, the International Control Commission (ICC) was replaced by International Commission of Control and Supervision (ICCS) to carry out the agreement. The main negotiators of the agreement were United States National Security Advisor Henry Kissinger and Vietnamese politburo member Lê Ð?c Th?; the two men were awarded the 1973 Nobel Peace Prize for their efforts, although Lê Ð?c Th? refused to accept
The North Vietnamese entered Saigon on April 30. Schlesinger had announced early in the morning of 29 April 1975 the evacuation from Saigon by helicopter of the last U.S. diplomatic, military, and civilian personnel.
The Good Friday Agreement or Belfast Agreement (Irish: Comhaontú Bhéal Feirste or Comhaontú Aoine an Chéasta; Ulster-Scots: Bilfawst Greeance or Guid Friday Greeance) was a major political development in the Northern Ireland peace process of the 1990s. Northern Ireland's present devolved system of government is based on the Agreement. The Agreement also created a number of institutions between Northern Ireland and the Republic of Ireland and between the Republic of Ireland and the United Kingdom.
The Agreement is made up of two inter-related documents, both agreed in Belfast on Good Friday, 10 April 1998: a multi-party agreement by most of Northern Ireland's political parties; an international agreement between the British and Irish governments (the British-Irish Agreement). The Agreement set out a complex series of provisions relating to a number of areas including: The status and system of government of Northern Ireland within the United Kingdom. (Strand 1)The relationship between Northern Ireland and the Republic of Ireland. (Strand 2)The relationship between the Republic of Ireland and the United Kingdom. (Strand 3)Issues relating to civil and cultural rights, decommissioning of weapons, justice and policing were central to the Agreement.
The Agreement was approved by voters across the island of Ireland in two referendums held on 22 May 1998. In Northern Ireland, voters were asked whether they supported the multi-party agreement. In the Republic of Ireland, voters were asked whether they would allow the state to sign the agreement and allow necessary constitutional changes to facilitate it. The people of both jurisdictions needed to approve the Agreement in order to give effect to it.
The British-Irish Agreement came into force on 2 December 1999.The Democratic Unionist Party (DUP) was the only major political group in Northern Ireland to oppose the Agreement.
The crux of all these agreements is that both parties came with their own agendas. Currently it looks that Taliban's have their clear agenda but government has no agenda. Hence negotiations can not go ahead without having clear agenda from both sides. In the meanwhile full fledge operations from both the sides would obviously continue. Taliban's are doing so but government is only issuing Sultan Rahis like statements and accepting Taliban's demands without getting anything. In fact government should have come up with full fledge operation as Military is asking and have done in Swat. With operation going on one can force opponent to come on some consensus.
Most likely under international conspiracy Taliban's would increase their attacks. They would give fake impressions that they are holding meeting of the shura to consider terms for negotiation but in fact they would increase their pressure. This is a good strategy on the part of Taliban but what about Government and particularly Imran Khan. It is better for him to return to UK where his family is residing and leave Pakistan on its own. People of Pakistan know better to defend their homeland.
